Implement motion service as described in InfiniTimeOrg/InfiniTime#754.

The UUIDs mentioned in the linked PR at the time of writing this conflict with the notification event service. As such, 0002 has been changed to 0003, though the UUIDs have not been changed in the PR description yet.
